Three explosives, one industrial base, one bottleneck
C4, TNT, and RDX are the three military high explosives that fill virtually every artillery projectile, aerial bomb, demolition charge, and warhead in modern arsenals. They are chemically distinct, produced in different facilities, and used for different purposes — but they share the same problem: global production capacity has not kept up with the return of large-scale conventional warfare.

Critical dependency: Because C4 is 91% RDX, any shortage of RDX immediately becomes a C4 shortage. And because Composition B (used in most modern HE artillery shells) is 60% RDX + 40% TNT, a shortage of RDX also becomes a shortage of finished 155 mm HE shells. All three explosives are linked at the industrial-base level.
Why demand is surging across all three explosives in 2026
1. 155 mm artillery shells burn through TNT and RDX at industrial scale
Ukraine alone has consumed 3–10 million rounds of 155 mm ammunition between 2022 and 2026. Each round contains 6.62 kg of TNT (M107 shell) or 7.0 kg of Composition B (~2.8 kg RDX + 4.2 kg TNT per shell). At just 1 million rounds fired, that is 6,600 tonnes of TNT consumed — equivalent to an entire year of pre-war US TNT production.
Now NATO is not only replacing what was sent to Ukraine, but also rebuilding pre-war strategic reserves. Poland, Germany, France, the UK, Italy, the Netherlands, and others have committed multi-billion-euro artillery-ammunition programmes. Each programme needs thousands of tonnes of TNT and RDX in the fill lines.
2. Aerial bomb production has ramped up sharply
Beyond artillery, precision-guided aerial munitions (JDAMs, SDBs, MK-series general-purpose bombs) use significant quantities of PBXN, Tritonal (80% TNT + 20% aluminium), or Composition H6. The US, UK, France, Germany, and Israel have all expanded aerial-bomb production lines in the last three years. Each MK-84 general-purpose bomb, for example, contains 429 kg of Tritonal — ~343 kg of TNT per bomb.
3. Naval mine and anti-ship warhead demand
The rise of contested maritime environments (Red Sea, Persian Gulf, South China Sea, Baltic) has driven demand for anti-ship missile warheads (RGM-84 Harpoon, MBDA Exocet, LRASM, Naval Strike Missile) and naval sea mines. These warheads use Composition B, PBX, or specialised RDX-based fills at 100–500 kg per unit.
4. C4 demand from special forces and engineering units
C4 has always had steady demand from combat engineers, breaching teams, EOD units, and special forces — but that demand has grown as more nations expand their special-operations capabilities. C4 is also the primary demolition charge for infrastructure denial missions, controlled demolitions in urban combat, and route clearance operations.
5. The industrial bottleneck: nitric acid, sulphuric acid, and specialised precursors
All three explosives require concentrated nitric acid and sulphuric acid for nitration — and both acids are strategic industrial chemicals with limited surge capacity. TNT synthesis in particular ties up nitration capacity for weeks per batch. RDX requires the additional precursor hexamine, which has its own supply constraints. There are fewer than 20 military-grade explosive plants globally, and none have added significant new capacity since the 1990s.
6. Environmental regulations have shrunk the industrial base
TNT, RDX, and C4 production generate hazardous waste streams (pink water, red water, nitro-aromatic byproducts). Since the 1990s, environmental compliance costs and community opposition have forced dozens of Western plants to close. Bringing new capacity online in the West now takes 5–10 years of permitting and construction — time that current programmes do not have.
